The Ontario Women in Law Enforcement (OWLE), the Niagara Regional Police Service and the Hamilton Police Service are delighted to host the 59th International Association of Women Police (IAWP) Conference September 12th-16th, 2022 in Niagara Falls, Ontario, Canada. This is the first time in the history of IAWP that this global conference will be in Niagara Falls, and delegates are expected from affiliates in 70+ countries.

The 2022 IAWP Conference will host renowned speakers from across the globe to share their knowledge and insights on trending topics, such as: recruitment and retention, with a critical lens devoted to increasing diversity and inclusion within the workforce; virtual and digital evidence; artificial intelligence (AI); leadership; employee wellness; integrated responses to crime; building relationships with external agencies; and, fostering stronger community partnerships.

Deputy Commissioner Shawna Coxon currently leads Strategy, Governance and Performance at An Garda Síochána, Ireland’s National Security and Police Service.
Shawna Coxon
Deputy Commissioner Shawna Coxon currently leads Strategy, Governance and Performance at An Garda Síochána, Ireland’s National Security and Police Service. She is known for her continuous innovation and commitment to policing modernization in a rapidly changing, increasingly globalized world.
Up until April 2021, she was a Deputy Chief of Police with the Toronto Police Service, Canada where she led three commands at different times, all of which were strategic to the community-centric model of policing outlined in the modernization plan for the Service. Dr. Coxon has had a diverse career working in many areas of policing including child abuse, sex crimes, human rights, professional standards, community response, vice, intelligence and national security. She was a proud member of the Transformational Task Force and is also well known for having implemented Service’s inaugural Computer Cyber Crime Section.
Shawna Coxon has a B.A. in Psychology, a M.A. in Criminology, and a Ph.D. in Law. She has published and lectured internationally. Deputy Coxon has also won numerous awards, including being an Officer in the Canadian Order of Merit.

Chief Janeé Harteau (retired) joined the Minneapolis Police Department in 1987, working her way from a patrol officer on the street to becoming the 52nd and first female Chief of Police in the city’s history in 2012. In February 2016, she was unanimously confirmed by the Minneapolis City Council for a second term as Chief.
In March 2017, Chief Harteau was named #22 on Fortune Magazine’s list of the World’s 50 Greatest Leaders, for creating the MPD 2.0 Policing Model and for excelling in, “offering hope, bringing followers physically together, and building bridges with others.”
Today, Chief Harteau serves as President and CEO of Vitals™ Aware Services. Vitals creates safer interactions with police, first responders and people with behavioral, mental health, physical and developmental conditions by providing specific behavior triggers and de-escalation techniques in critical situations, in real time.
Chief Harteau has authored, “One Incident Away: My Life on the Minneapolis Police Department; Becoming Chief; and the 9 Minutes, 29 Seconds That Changed Policing in America,” a memoir detailing her tenure on the MPD and how she worked to change the department she once fought and would eventually lead. Publication is expected in 2022.
Upon her initial appointment, Chief Harteau rolled-out “MPD 2.0” — a model to implement 21st Century policing policies and was at the forefront of leading organizational change through the development of the President’s 21st Century Policing guidelines. Vocal in issues locally, nationally, and internationally impacting law enforcement, Chief Harteau held leadership positions within and is still a contributor of both the Major Cities Chiefs Association (MCCA) and the Police Executive Research Forum (PERF).
A sought-after source in local, national, and international publications and news programs, Chief Harteau has appeared in the Washington Post, TIME Magazine, U.S. News & World Report, the New York Times, Newsweek, the Wall Street Journal, CNN, MSNBC, CBS This Morning, BBC, Rolling Stone Magazine and dozens more since the death of George Floyd. The 2020 documentary, Women in Blue, features Chief Harteau’s efforts to reform the Minneapolis Police Department and highlight contributions female officers make to the law enforcement profession.

Timea E. Nagy is a best selling author, internationally recognized human rights activist and entrepreneur who came to Canada, from Hungary, Budapest at the age of 21 to work a summer position as a nanny or general worker in order to keep her family from losing their home. Ms. Nagy’s employers turned out to be an international human trafficking ring, and she became a victim of international sex trafficking for 3 months. With the help of Canadians, she escaped but returning home to Budapest for the long term was not a safe option.
Ms. Nagy settled in Canada and started her new life. 10 years after her experience she started sharing her story with law enforcement and became one of the best known Canadian survivor speakers in the public sector. In 2009, she founded Walk With Me Canada Victim Services, Canada’s first 24/7 mobile victim care unit working closely with police assisting victims of sex trafficking. In 2010, she opened Canada’s first safe house for sex trafficked victims.

From New York State, there are three bridges available to cross into Canada, The Peace Bridge, Queenston Lewiston Bridge or directly into Niagara Falls via the Rainbow Bridge. There is a limited fee for using each bridge when entering Canada of a few dollars that must be paid in cash, either Canadian or American dollars.
From Toronto Area (Canada):
Take Gardiner Expressway West until it turns into Queen Elizabeth Way (QEW). Continue on the QEW toward Niagara Falls, exiting on the ON-420 to Niagara Veterans Memorial Highway East. The trip usually takes about an hour and a half, however if travelling during high traffic (rush hour, weekends) the trip time can double.
